Fuel delivery problem

I have an 89 Islander, replaced the elect. carb a long time ago with a Weber 2bbl. with in line fuel filter and elect. choke. If my jeep sits for more than a couple of hours it seems the fuel line drains and I have to pump and pump to get fuel. The choke works fine with one full pump, she starts for a few turns and dies starving for fuel. Pump and pump and she'll finally start. The in line filter has one coming in nd two going out, one out to the carb and one out back to the tank.
