You don't need to convert anything. Your headlights on the '84 are 12 volt.

If you want to make your headlights brighter, try what I did to make all my electical devices work better on my '83.

1) Clean/polish all grounds & connectors both physically and chemically
2) Make sure cable ends are protected from the elements (e.g. shrink tubing or dielectric grease)
3) Intall 2 gauge battery cables (allows far more capacity)
4) Make sure none of you connections are "sloppy." Replace connectors, bolts, sockets as needed.

My stock headlights are very bright and everything else works like a charm.

BTW... fill out the Jeep info on your profile. That will help us help you.
83 CJ7, 4.1L 6cyl (4.0L bored .030 over), 35" tires, 5 speed, dana 300 TC, Trussed AMC 20. Complete body rehab and linex. Phase I: frame off restore complete.
